Establishes a 5-year LEAP internship pilot program for homeless youth (up to age 26) and former foster youth (under age 26) to facilitate state employment, administered by the Department of Human Resources in coordination with the Department of Social Services.

Allows eligible applicants to qualify through competitive examination options including written tests, readiness evaluations, or completion of at least 512 hours of paid or unpaid internship with successful skill demonstration.

Successful internship completion in the same job classification allows participants to meet minimum qualifications and be referred for examination appointments without passing a written test.

Permits state agencies to fund internships and positions using available personnel or other funds assigned to vacant or unfilled positions, without eliminating those vacant positions.

Sunsets the program on January 1, 2026, unless extended by later legislation.
