Requires the Homeless Coordinating and Financing Council to develop and administer a grant program supporting homeless youth and preventing homelessness, funded by the Youth Education, Prevention, Early Intervention and Treatment Account, legislative appropriations, and private donations.

Eligible applicants include private nonprofits and continuum of care entities with demonstrated experience serving homeless or at-risk youth; grants awarded in three-year cycles with preference given to entities participating in local coordinated entry systems and youth-serving networks.

Grant recipients must provide supportive services including drug abuse education and treatment, job training, counseling, healthcare screening, legal services, and family reunification services, along with establishing or expanding housing programs such as rental assistance, transitional housing, or rapid rehousing.

No more than 10 percent of grants may be used for administrative purposes and no more than 40 percent for shelter operations; grant funds must supplement rather than replace existing funding.

Grant recipients must submit annual progress reports and outcome data to the council on youth served, services utilized, housing assistance accessed, and employment and educational outcomes; council must report to Legislature by January 10 each year.
