State Department of Social Services must issue an all-county letter by September 1, 2022 with recommendations for county agencies to partner with the Department of Corrections and Rehabilitation and county jails to enroll eligible CalFresh applicants before their release from prison or jail.

All-county letter must include information on benefits of enrolling formerly incarcerated individuals in CalFresh, acceptable forms of identification needed to apply, and how to connect released individuals with employment or employment and training opportunities.

Letter must encourage counties to have eligibility workers regularly visit state prisons and county jails to conduct interviews and assist individuals within 45 days of release in completing CalFresh benefit applications.

Department of Social Services may submit a federal waiver request to allow CalFresh preenrollment of applicants prior to their release from state prison or county jail if deemed necessary to maximize enrollment outcomes or employment placement success rates.
