Prohibits residential property owners from terminating tenancies to sell property to new owners who will hold title as tenants in common, effective until January 1, 2031.

Applies this prohibition to properties subject to Ellis Act constraints that require owners to offer withdrawn units back to displaced tenants within 10 years.

Creates new Civil Code Section 1946.2 to become operative on January 1, 2031, replacing amended Section 1946.1 when the prohibition expires.

Maintains existing notice requirements for tenancy terminations, including 60-day notice for general terminations and 30-day notice for sales to individual purchasers intending to occupy the property.
