Requires the Public Utilities Commission to update the portability freeze rule for the lifeline program by July 1, 2021, extending the freeze duration from 60 days to 6 months.

Mandates the commission adopt updated lifeline program rules by July 1, 2021, including modified recertification processes, expanded enrollment methods, expedited carrier reimbursements within 45 days, and increased use of community-based organizations.

Requires the commission to authorize only commission-approved telephone corporations to provide lifeline service using program funding.

Directs the commission to initiate a proceeding by July 1, 2021, and issue a decision by July 1, 2022, on whether lifeline subscribers can obtain an additional subscription for broadband services.

Requires the commission to annually report to the Legislature on lifeline program implementation, participation, and renewal levels by ZIP Code until enrollment goals matching other state assistance programs are achieved.
