Deletes outdated provisions requiring the Judicial Council to conduct a study by July 1, 1992, and approve testing entities by January 1, 1997, for certifying court interpreters for deaf and hard of hearing individuals.

Clarifies that "qualified interpreter" means an interpreter certified as competent by a testing organization, agency, or educational institution approved by the Judicial Council.

Replaces gendered pronouns ("his or her") with gender-neutral language ("the individual") throughout Section 754 of the Evidence Code.

Maintains existing requirements that courts must appoint qualified interpreters for deaf and hard of hearing parties and witnesses in civil, criminal, and administrative proceedings.

Preserves provisions requiring courts to pay interpreters at prevailing rates and maintain rosters of qualified interpreters.
