Requires that any program flexibility granted for health facility staffing must not compromise patient care, and establishes a standardized process for facilities to request staffing ratio program flexibility by July 1, 2021.

Mandates the department post staffing ratio program flexibility requests on its public website within 5 calendar days and solicit public comment for at least 40 days before approval.

Requires health facilities to post staffing ratio program flexibility requests and supporting evidence inside affected units, in accessible locations, and provide copies to employees before submitting to the department.

Limits staffing ratio program flexibility approval to one year maximum and authorizes the department to revoke approval for any reason, including if patient care is compromised or patient safety is not adequately protected.

Requires health facilities that violate nurse-to-patient ratio regulations to post a notice describing the violation in plain terms, posted adjacent to the facility license and in affected units for up to one year or until the next compliance inspection, whichever is shorter.
