Enacts the California Outpatient Cardiology Patient Safety, Cost Reduction, and Quality Improvement Act to authorize ambulatory surgical centers (ASCs) certified under Medicare to perform elective cardiac catheterization laboratory services and percutaneous coronary angioplasty procedures.

Requires certified ASCs to comply with Society for Cardiovascular Angiography and Interventions recommendations, participate in the American College of Cardiology National Cardiovascular Data Registry, maintain transfer agreements with cardiac surgery facilities, and meet specific patient safety criteria.

Directs the Office of Statewide Health Planning and Development to annually report on each certified ASC's performance regarding mortality rates, stroke rates, and emergency coronary artery bypass graft rates.

Allows the Department of Public Health to charge certified ASCs reasonable regulatory fees, retain experts, and suspend or revoke certification if facilities fail to meet requirements or safeguard patient safety.

Permits ASCs to perform cardiac catheterization services only on adult outpatients beginning January 1, 2021, with restrictions on which patients are eligible based on patient risk and lesion risk assessments.
