Prohibits businesses from scanning or swiping driver's licenses or identification cards except for specified purposes: verifying age/authenticity, complying with legal requirements, processing payments through check services, or investigating fraud.

Requires businesses to delete information obtained from age/authenticity verification within 24 hours and information collected for fraud investigation within 72 hours.

Permits organ procurement organizations to scan driver's licenses to register individuals with the Donate Life California Organ and Tissue Donor Registry, with explicit consent procedures required.

Vests the Attorney General, district attorneys, and city attorneys with authority to bring civil and criminal enforcement actions for violations, which remain a misdemeanor punishable by up to one year jail time or $10,000 fine or both.

Establishes state reimbursement procedures for any local agency costs mandated by this legislation as determined by the Commission on State Mandates.
