Authorizes employee organizations to bring claims before the Public Employment Relations Board alleging that the University of California violated provisions prohibiting deterrence of union membership or representation.

Requires the University of California to pay a penalty of $1,000 per affected employee upon a finding of violation by the Public Employment Relations Board.

Requires the University of California to reimburse all attorney's fees and costs incurred by the employee organization in bringing the claim.
