Authorizes local educational agencies to conduct a single onsite monitoring visit to monitor multiple pupils placed in a nonpublic, nonsectarian school, rather than requiring one visit per pupil, commencing with the 2020–21 school year.

Removes the requirement for nonpublic, nonsectarian schools or agencies to notify the State Department of Education of pupil-involved incidents where law enforcement was contacted; only notification to the contracting local educational agency is now required.

Requires nonpublic, nonsectarian school administrators to hold or be in process of obtaining specified credentials, degrees, or licenses (such as administrative credentials, master's degrees in education or special education, psychology licenses, or clinical social worker licenses) commencing with the 2021–22 school year.

Mandates that nonpublic, nonsectarian schools and agencies train staff in evidence-based practices specific to behavioral needs, with training provided within 30 days of employment for new staff and annually for all staff with pupil contact, commencing with the 2020–21 school year.
