Requires the Department of Justice to provide technical assistance to local law enforcement agencies and tribal governments regarding policing and criminal investigations on Indian lands, subject to legislative appropriation.

Mandates DOJ guidance on law enforcement training, crime reporting, criminal procedures, and communication between local law enforcement and tribal governments to ensure consistent implementation of concurrent criminal jurisdiction on Indian lands.

Requires DOJ to conduct a study on increasing state criminal justice resources for reporting and identifying missing Native Americans in California, particularly women and girls.

Study must identify scope of missing and murdered Native Americans issue, barriers to reporting and investigation, and ways to create partnerships between federal, state, local, and tribal governments.

Requires DOJ to submit a legislative report with data analysis, identification of barriers, and recommendations by January 1, 2025.
