Requires the State Energy Resources Conservation and Development Commission to establish and convene the Blue Ribbon Commission on Lithium Extraction in California by March 1, 2021.

Blue Ribbon Commission shall consist of 9 members appointed by various state agencies, legislative bodies, and the Governor, including representatives from the lithium extraction industry, vehicle manufacturers, and environmental organizations.

Blue Ribbon Commission must review and analyze lithium extraction methods, environmental standards, geothermal power integration, technical and economic challenges, state and federal investment opportunities, and permitting systems.

Commission shall consult with the United States Environmental Protection Agency when feasible in conducting its review and analyses.

Blue Ribbon Commission must submit a report to the Legislature by October 1, 2022, documenting findings and recommendations, with the reporting requirement expiring January 1, 2025.
