Requires the California Department of Education to rebuild the California Longitudinal Pupil Achievement Data System (CALPADS) to accept input from multiple sources, with complete implementation by January 1, 2023.

Mandates the department establish a working group by March 31, 2021 that includes representatives from local educational agencies with experience managing complex data systems to develop and implement the CALPADS rebuilding process.

Requires state agencies to direct all requests for CALPADS data to the State Department of Education rather than directly to local educational agencies.
