Allows housing developments on sites zoned for commercial uses if at least 20% of units are restricted to affordable housing for lower-income households and the site meets specified location criteria (not adjacent to industrial uses and 75% of perimeter adjoins urban uses).

Requires cities and counties to apply minimum development standards including a height limit of at least 36 feet (or the highest allowed height within one-half mile), floor area ratio of at least 0.6, and density limits matching the greatest allowed density for mixed-use or residential within one-half mile.

Deems housing developments compliant with local zoning codes and general plans if they meet the bill's requirements and allows developers to apply for additional density bonuses.

Applies only until a jurisdiction completes rezoning required for the 6th revision of its housing element, with all provisions repealing on January 1, 2030.

Applies to all cities including charter cities as a matter of statewide concern regarding affordable housing production.
