Authorizes the California Horse Racing Board to permit licensed quarter horse racing associations conducting live meetings to accept wagers on quarter horse stakes races with purses equal to or greater than $75,000.

Adds new wagering authorization category (subsection 2(C)) alongside existing permissions for wagers on the American Quarter Horse Racing Challenge and Texas Classic Futurity/Remington Park Futurity.

Maintains requirement that wagering comply with the Interstate Horseracing Act of 1978 and occur only within the racing enclosure and within seven days of the out-of-state race.

Makes nonsubstantive clarifying changes to statutory language, including replacing "either" with "any" and updating federal law citation format.

Declares the bill an urgency statute to take effect immediately to protect California's quarter horse racing industry by enabling competitive purses.
