Requires the State Air Resources Board to develop an online application process for grant submissions under the Carl Moyer Memorial Air Quality Standards Attainment Program by January 1, 2022.

Mandates the state board and administering air districts use the online application process for all grant applications under the program.

Requires the state board to conduct a program review and submit a report to the Legislature by January 1, 2022 that includes average wait times for grant approvals, number of denied applicants due to insufficient funding, and recommendations for streamlining the application process.

Prohibits the state board from adopting or amending program regulations until after submitting the required report to the Legislature.

Sunsets the reporting and regulatory freeze requirements on January 1, 2026.
