Requires the Department of Food and Agriculture to provide updates to the Scientific Advisory Panel on Environmental Farming on or before January 31, 2021, and every two years thereafter regarding the technical assistance grant program.

Updates must include grant program outcomes, ongoing technical assistance needs for the Healthy Soils Program and State Water Efficiency and Enhancement Program, and future plans for the grant program.

Maintains existing requirements that at least 5 percent of appropriated funds (not to exceed $5 million) support technical assistance to farmers and ranchers applying for environmental farming grants.

Ensures at least 25 percent of grant program funds provide technical assistance to socially disadvantaged farmers or ranchers as defined in existing law.

Allows technical assistance providers to receive annual grants ranging from $10,000 to $100,000 for up to three years, with priority consideration for providers serving socially disadvantaged farmers for translation and outreach expenses.
