Establishes the Good Neighbor Authority Fund in the State Treasury for forest management purposes.

Authorizes the Department of Forestry and Fire Protection to expend fund moneys upon legislative appropriation for forest management activities consistent with federal law and Good Neighbor Authority agreements.

Designates the fund as the depository for all revenue generated by state or local agencies through Good Neighbor Authority agreements with the federal government for forest management purposes.

Applies to agreements under Section 2113a of Title 16 of the United States Code, which authorize the U.S. Secretaries of Agriculture and Interior to enter into good neighbor agreements for forest, rangeland, and watershed restoration services.
