Authorizes public agencies that permit or regulate mobility device operators to require periodic submission of anonymized trip data regarding devices operating in their jurisdiction.

Requires public agencies to provide operators with reasonable notice and sufficient time to aggregate and deidentify trip data before submission.

Permits sharing of anonymized trip data with contractors, agents, or other public agencies only for transportation planning, mobility integration, and road safety purposes, with trips not ended within previous 24 hours.

Prohibits public agencies from sharing actual trip data (non-anonymized) with contractors or agents and requires trip data to be obtained only through Chapter 3.6 of the Penal Code (electronic privacy procedures).

Classifies trip data as personal information under the California Consumer Privacy Act and establishes deidentification standards requiring recipients to implement technical safeguards and prohibit reidentification attempts.
