Allows local educational agencies (school districts, county offices of education, and charter schools) to meet minimum instructional day requirements by adding instructional minutes to existing instructional days instead of maintaining the full 175-day requirement.

Exempts local educational agencies from fiscal penalties for failing to meet minimum instructional days if they comply with the new Section 46206.5 procedures.

Permits minimum instructional day requirements to be waived due to inclement weather or circumstances specified in Section 46392 (including fire, flood, earthquake, epidemic, military orders, or inability to secure teachers).

Requires local educational agencies using this exemption to submit affidavits from governing board members and county superintendents to the Superintendent of Public Instruction within 30 calendar days of completion.

Mandates that compliance with these provisions be verified in annual audit reports, with audit findings addressing non-compliance through procedures in Section 41344.
