Establishes a 9-member Task Force to Study and Develop Reparation Proposals for African Americans, with members appointed by the Governor (5), Senate President pro Tempore (2), and Assembly Speaker (2).

Requires the Task Force to identify and document the institution of slavery from 1619-1865, subsequent discrimination against freed slaves and their descendants, and lingering effects on living African Americans.

Directs the Task Force to recommend forms of compensation, eligible recipients, instrumentalities for distribution, and remedies including formal state apology and elimination of discriminatory laws and policies.

Requires the Task Force to submit written findings and recommendations to the Legislature no later than one year after its first meeting, which must occur by June 1, 2021.

Specifies that any state-level reparations are not replacements for federal reparations, and repeals this chapter on July 1, 2023.
