Adds Section 11831.8 to the Health and Safety Code to establish mandatory penalties for willful violations of Section 11831.6 (prohibition on giving or receiving remuneration for referrals of persons seeking substance use disorder treatment).

Requires the State Department of Health Care Services to impose a fine of not more than $10,000 for the first willful violation of the remuneration prohibition.

Requires the department to impose a fine of not more than $50,000 for each subsequent willful violation, with any violation after the first violation considered a "subsequent violation."

Applies to persons, programs, or entities covered under the state's substance use disorder facility licensing and certification requirements.
