AB 3131 Summary

• Adds Section 2085.2 to the Penal Code establishing procedures for service of process on inmates in state prisons, including requirements for designated persons to deliver papers to inmates with a note of the service time.

• Amends Section 4013 of the Penal Code to clarify language regarding sheriffs' and jailers' obligations to deliver judicial papers to prisoners in their custody and establishes liability for neglecting to do so.

• Specifies that service of process on incarcerated persons in any state institution may be served by any person lawfully authorized to serve process and constitutes valid service under Code of Civil Procedure Section 415.10.
