Extends the Small Timberland Owner Exemption from the timber harvesting plan requirement from January 1, 2022 to January 1, 2026, allowing property owners to conduct defensible space tree removal without submitting formal harvesting plans.

Applies the exemption to forest management activities limited to cutting or removal of trees on the person's property that eliminate vertical and horizontal fuel continuity while maintaining fuel breaks, in compliance with defensible space laws.

Exemption requires a registered professional forester to prepare and submit a notice of exemption to the Department of Forestry and Fire Protection and must comply with specified residual stocking standards and forest management conditions.

Makes conforming and nonsubstantive changes to references in the Public Resources Code, including changing "prior to" to "before" and correcting capitalization of "regional water quality control board."
