Requires an additional 8 months of state-funded refugee cash assistance payments after federally funded cash aid benefits are exhausted, contingent on legislative appropriation in the Budget Act.

Mandates seamless transition from federal to state refugee cash assistance without requiring refugees to reapply if they remain otherwise eligible.

Provision expires and is repealed on January 1, 2026.

Establishes state reimbursement to local agencies for any costs the Commission on State Mandates determines are mandated by the state, pursuant to Government Code Part 7.
