Authorizes residents or their responsible parties to install personal electronic monitoring devices (video/audio cameras) inside their individual rooms in residential care facilities for the elderly, provided roommate consent is obtained and a facility-prescribed notification form is completed.

Requires residents using personal monitoring devices to post a clearly visible sign at their room entrance stating "This room is monitored electronically by or on behalf of the resident" and prohibits facilities from evicting residents for installing such devices.

Allows facilities to install fixed-position surveillance cameras only in specified areas including entrances/exits, employee areas, lobbies, common indoor areas (excluding restrooms and sleeping areas), and outdoor areas, with data archived for 365 days and accessible to the state upon 24 hours' notice.

Prohibits any person from knowingly hampering, obstructing, tampering with, or destroying either personal or facility electronic monitoring devices or their recordings without proper authorization.

Requires residents to bear all costs for personal monitoring device installation, maintenance, and data storage, and prohibits facilities from charging electricity fees for monitoring devices.
