Extends exception to tied-house restrictions for special on-sale general licenses at nonprofit theater companies to include a theater operating in the City of Modesto, in addition to existing exceptions for theaters in Napa County and the City of Livermore.

Revises temporary relocation provisions for licensees whose premises are destroyed by fire or acts of God, allowing operation at a substitute location within 1,000 feet (previously 500 feet) of the destroyed premises for up to 180 days, with Director authority to extend the period by an additional 60 days.

Permits beer manufacturers, winegrowers, rectifiers, distilled spirits manufacturers, craft distillers, and distilled spirits manufacturer's agents to purchase advertising space and time at a for-profit historic theater in San Francisco with 2,100-2,400 seats built prior to 1927, subject to written contracts and conditions preventing tied purchases.

Requires that advertising purchases not be contingent upon the retail licensee purchasing specific products and that the licensee offer beverages from competing manufacturers in good faith.

Takes effect immediately as an urgency statute.
