Mandates online retailers with lockers at stores to provide collection bins for plastic packaging and shipping envelopes; requires online retailers with physical locations to accept returns of packaging at no cost; requires delivery services to pick up packaging at time of delivery at no cost.

All collected materials must be recycled in compliance with local jurisdiction recycling requirements, and manufacturers must develop educational materials encouraging reduction and reuse of plastic bags.

Establishes civil penalties of $500 for first violation, $1,000 for second, and $2,000 for third and subsequent violations; all requirements become operative January 1, 2023 and expire January 1, 2030 unless extended by later statute.
