Allows the indigence exception for sponsored noncitizens to be renewed every 12 months for additional 12-month periods, rather than expiring after a single 12-month period.

Prohibits state and local agencies from notifying the United States Attorney General when an indigence determination is made as part of determining eligibility for state-funded aid or services under CalWORKs, CalFresh, or SSI/SSP programs.

Replaces terminology of "alien" with "noncitizen" throughout the Welfare and Institutions Code sections governing public social services.

Imposes state-mandated local program duties on counties related to administering the indigence exception renewal process.

Specifies that no General Fund appropriation shall be made to implement this act, with reimbursement for any state-mandated costs to be handled pursuant to existing procedures under Government Code Section 17500 et seq.
