Adds stingray species to California's list of endangered wildlife whose dead bodies and parts cannot be imported, possessed for sale, or sold within the state for commercial purposes, effective January 1, 2022.

Exempts stingrays or stingray parts that are lawfully landed in California pursuant to a federal or state commercial fishing permit or authorization from the prohibition.

Establishes that violations are misdemeanors punishable by fines of $1,000 to $5,000 and/or county jail imprisonment up to six months for each violation.

Removes the January 1, 2020 start date for crocodile and alligator prohibitions, making them effective immediately upon enactment.

Specifies that no state reimbursement is required to local agencies or school districts under the California Constitution because costs result from creating a new crime.
