Prohibits cities and counties from imposing fees and exactions on housing development projects if the total exceeds 12 percent of the city's or county's median home price, unless approved by the Department of Housing and Community Development.

Requires the Department of Housing and Community Development to develop a standard waiver application form and standards for determining eligibility to exceed the 12 percent cap, and to publish median home prices for each city and county on its website.

Requires cities, counties, and special districts to post on their websites the total dollar amount of fees and exactions as a percentage of the median home price for each parcel subject to housing development.

Authorizes the Attorney General to sue cities or counties for violations, with courts able to issue compliance orders and impose escalating monthly fines ranging from $10,000 to $100,000 (up to $600,000 with multipliers) deposited into a new Housing Development Fine and Exaction Cap Account Fund.

Applies to all cities including charter cities, and defines "housing development projects" as residential-only uses, mixed-use developments with at least two-thirds residential square footage, and transitional or supportive housing.
