Requires local agencies to make all fee-related data publicly available at least 30 days before meetings, including on their internet websites, showing costs, revenue sources, and the relationship between fee amounts and public facility needs.

Prohibits local agencies from charging annual fees for sending electronic notices and allows interested parties to file electronic requests for notice delivery.

Restricts local agencies from using data not publicly disclosed when defending protests or legal actions challenging fees imposed under Sections 66016 and 66019.

Exempts local agencies and school districts from state reimbursement requirements because they have authority to levy fees and charges sufficient to cover the mandated program.
