Requires local agencies to allow housing development projects to reduce required motor vehicle parking spaces based on long-term bicycle parking and car-sharing spaces provided.

Allows one to two motor vehicle parking space reductions for every four long-term bicycle parking spaces provided, and two motor vehicle parking space reductions for every permanent car-sharing parking space provided.

Limits parking reductions to 15 percent of required spaces for projects without density bonuses near transit or with density bonuses away from transit, and 30 percent for projects with density bonuses within one-half mile of a major transit stop.

Specifies that parking reductions do not affect the number of incentives or concessions available under existing density bonus law provisions.

Applies to all cities, including charter cities, and mandates state reimbursement to local agencies for any costs determined to result from this act.
