Requires at least 80 percent of occupied dwelling units to house at least one senior citizen, with up to 20 percent housing caregivers or transition age youths.

Mandates developments be affordable rental housing with low-income housing tax credit allocations from the California Tax Credit Allocation Committee.

Prohibits eviction or lease termination of families with children to comply with the 80 percent senior citizen occupancy requirement.

Defines caregivers as persons responsible for current or former foster youth, and transition age youth as former foster youth, homeless youth, or those involved in the juvenile justice system.
