Requires the Department of Forestry and Fire Protection to develop a wildland-urban interface wildfire risk model by July 1, 2022, that determines risk for communities and parcels using mitigating factors including defensible space compliance, building standards, community fire prevention work, and fire prevention infrastructure.

Mandates establishment of an advisory workgroup with representatives from the State Fire Marshal, Director of Emergency Services, Insurance Commissioner, insurers, fire chiefs, California Professional Firefighters, California Fire Science Consortium, California Building Industry Association, and local governments to assist in developing the model.

Requires the department to develop guidelines by July 1, 2022, for proper use of the model, including data collection standards, methods for uploading mitigation factor data, and provisions for sharing risk information with the Insurance Commissioner and community residents.

Allows local agencies to modify the model for locally relevant mitigation factors and requires the department to provide technical assistance and update the model when fire hazard severity zones are revised.

Makes all provisions contingent upon legislative appropriation and repeals the model requirements on January 1, 2025.
