Clarifies that "live" racing program component includes live in-state races in addition to out-of-zone, out-of-state, and out-of-country races at minisatellite wagering facilities.

Renumbers subsections (c) through (i) to (c) through (h) following deletion of the expired fair approval requirement.

Makes minor grammatical and technical corrections including changing "horsemen's" to "horsemen's and horsewomen's" organization and "prior to" to "before."
