Amends Section 14131 of the Penal Code to modify the California Violence Intervention and Prevention Grant Program (CalVIP) administered by the Board of State and Community Corrections.

Changes the maximum grant amount from $1,500,000 per grant cycle to $1,500,000 per year for competitive grants to cities and community-based organizations addressing violence.

Requires cities receiving CalVIP grants to distribute at least 50 percent of funds to community-based organizations or public agencies focused on community safety and violence prevention, excluding law enforcement agencies.

Requires the board to form a grant selection advisory committee including violence-impacted persons, formerly incarcerated individuals, and evidence-based violence reduction experts.

Allows the board to use up to 5 percent of annual CalVIP appropriations for program administration, technical assistance, and evaluation of violence reduction initiatives.
