Requires school districts and county offices of education to include an active shooter plan as part of comprehensive school safety plans.

Schools must conduct active shooter drills at least 4 times per school year.

Schools must notify parents and guardians of pupils about the active shooter plan, inform them that drills will occur at least 4 times per year, and provide contact information for questions or concerns.

Imposes state-mandated local program duties on school districts and county offices of education, with reimbursement to be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code if the Commission on State Mandates determines costs are mandated by the state.
