Allows persons or entities with a gambling license or work permit to work the same position at multiple gambling enterprises without applying for additional licenses, by submitting their license or work permit number for endorsement on another enterprise's license certificate.

Repeals and replaces provisions regarding key employee licenses, requiring key employees to apply for and obtain a key employee license and qualify for a state gambling license.

Modifies license renewal periods: key employee licenses are initially valid for 2 years and renew for 3-year periods, while other licenses are valid for 2 years initially and renew for 2-year periods.

Removes presumption of suitability for license renewal and the requirement that renewal applications be approved unless evidence of violations exists.
