Amends Section 19817 of the Business and Professions Code to require the California Gambling Control Commission's executive director to convene the Gaming Policy Advisory Committee at least twice annually instead of "from time to time"

Maintains the committee's 10-member composition of controlled gambling licensees and general public members in equal numbers

Changes the committee's authority regarding Indian gaming from "may not advise" to "shall not advise" on matters pertaining to Indian gaming

Keeps committee recommendations as advisory and non-binding on the commission's performance of its duties and functions

No appropriation required; subject to fiscal committee review
