Authorizes the City of Modesto to dispose of all or a portion of Beard Brook Park that was acquired or improved with grant funds from the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000.

Requires the city to acquire replacement park property approved by the Department of Parks and Recreation with fair market value equal to or greater than the original grant amount, the disposed property's fair market value, or its actual sales price, whichever is highest.

Mandates independent appraisals of both the park property being disposed and the proposed replacement property, with both appraisals submitted to the Department of Parks and Recreation by November 1, 2020.

Requires the recreational utility of the replacement park property to equal or exceed that of the disposed Beard Brook Park property, as approved by the department.

Requires the city to enter into written agreements transferring all grant contract responsibilities and obligations to the replacement park property in perpetuity, and mandates replacement property be acquired before or simultaneously with disposal of Beard Brook Park.
