Establishes the California Staffing for Adequate Fire and Emergency Response (CA SAFER) grant program administered by the Office of Emergency Services upon legislative appropriation of funds.

Directs funding to fire departments to increase or maintain the number of trained, front-line firefighters available in local communities and for mutual aid deployments.

Makes fire departments eligible to use grant funds for hiring firefighters and for recruitment and retention of firefighters and volunteer firefighters.

Requires the Office of Emergency Services to develop guidelines addressing funding eligibility, performance metrics, and reporting requirements for the grant program.
