Suspends the 25% annual appropriation from the Greenhouse Gas Reduction Fund to the High-Speed Rail Authority for the 2020–21 and 2021–22 fiscal years, with those funds transferred to the General Fund for K–12 education support instead.

Requires a $2.4 billion loan transfer from unencumbered High-Speed Rail Authority funds (appropriated before 2020–21) to the General Fund, designated for K–12 education support and to offset funding reductions in the 2020–21 Budget Act.

Appropriates $2.4 billion from the High-Speed Passenger Train Bond Fund to the High-Speed Rail Authority solely for completing minimum scope work to meet federal grant requirements and satisfy existing regional commitments on the 119-mile construction segment between Madera and Poplar Avenue.

Requires the High-Speed Rail Authority to commission an independent assessment by the University of California Institute of Transportation Studies comparing the high-speed rail project's cost and benefits to other emerging transportation technologies, including hyperloop and autonomous vehicle infrastructure.

Restricts the Authority from executing track and systems procurement, procuring trainsets, or acquiring rights-of-way outside the 119-mile segment currently under construction when expending the appropriated funds.
