Amends Section 31108 of the Public Resources Code to require the State Coastal Conservancy to include progress on the Lower Cost Coastal Accommodations Program in its triennial reports to the Governor and Legislature.

Clarifies the reporting schedule to require reports every three years, with the first report due three years after the most recent submission, rather than beginning January 2, 1980.

Requires the conservancy's triennial reports to discuss implementation progress of the Lower Cost Coastal Accommodations Program, which facilitates improvement and development of lower cost accommodations within 1½ miles of the coast.

Maintains existing requirements for reports to evaluate program effectiveness in preserving agricultural lands, restoring coastal habitat, and providing public access.

Does not require a new appropriation and requires fiscal committee review.
