Adds definitions of "loan," "personal information," and related terms to the Consumers Legal Remedies Act in Section 1761 of the Civil Code.

Defines "personal information" broadly to include identifiers, protected class characteristics, commercial information, biometric data, internet activity, geolocation data, professional information, education information, and inferences drawn from such data.

Makes it unlawful under Section 1770 to sell a consumer's personal information to a person for purposes of making or arranging a loan, unless that person is licensed by a state agency or chartered by a federal agency to make loans.

Allows consumers to pursue civil action against violators of the unlawful sale of personal information provision under the Consumers Legal Remedies Act.
