Authorizes the transportation planning agency with jurisdiction over planned state transportation facilities at the intersection of State Route 29 and State Route 221 in Napa County, acting jointly with the county, to develop and file a local alternative transportation improvement program addressing transportation problems and opportunities in the county.

Grants the California Transportation Commission final authority over the content and approval of the local alternative transportation improvement program, with a deadline of July 1, 2022 for submission.

Requires all proceeds from the sale of excess properties acquired for the canceled interchange project at State Route 29 and State Route 221, minus federal reimbursements and sale costs, to be allocated by the commission to fund the approved local alternative program.

Exempts allocated proceeds from the fair share distribution formulas under Sections 188 and 188.8 of the Streets and Highways Code and restricts their use to highway purposes only.
