Amends Health and Safety Code Section 40716 to expand authority of local air pollution control districts and air quality management districts to adopt regulations addressing toxic air contaminants, in addition to existing authority for state ambient air quality standards.

Authorizes districts to require data collection from areawide stationary sources and mobile sources drawn by those stationary sources to calculate health risks from toxic air contaminants like diesel particulate matter.

Establishes legislative findings that diesel-fueled trucks emit 33 percent of statewide oxides of nitrogen annually and that communities near stationary sources attracting truck traffic face high exposure to health-threatening pollutants.

Clarifies that expanded district authority does not infringe on existing county and city land use planning and control authority.
