Doubles minimum and maximum fines for knowingly discharging or spilling oil into state waters, or knowingly failing to begin cleanup: from $5,000-$500,000 to $10,000-$1,000,000 per day or partial day of violation.

Doubles minimum and maximum fines for failing to notify the Office of Emergency Services of an oil spill or knowingly failing to follow oil spill contingency plan provisions: from $2,500-$250,000 to $5,000-$500,000 per day for first conviction, and from $5,000-$500,000 to $10,000-$1,000,000 per day for second or subsequent conviction.

Authorizes courts to impose an additional fine of up to $1,000 per gallon for spills exceeding 1,000 gallons of oil.
