Requires the State Air Resources Board to complete and publish an analysis of life-cycle greenhouse gas emissions from California crude oil production by December 31, 2023, in cooperation with the Geologic Energy Management Division and State Energy Resources Conservation and Development Commission.

Mandates crude oil operators to submit multicut assay test results to the state board annually beginning January 1, 2021, for each oil field or production pool where drilling or well work has been authorized.

Requires refineries to submit annual reports to the state board beginning January 1, 2021, detailing the volume and type of crude oil processed, and multicut assays for out-of-state crude oils or blends.

Obligates the state board to post all submitted multicut assays on its public website and provide public comment opportunities on the draft life-cycle emissions analysis.

Directs the analysis to quantify per-barrel greenhouse gas emissions by crude oil type, identify data gaps, assess social costs, establish significance thresholds, and recommend methods to reduce life-cycle emissions from oil production and refining.
